Use queues for communication with slack

Sites with a very high traffic need to queue all messages.

Update the slack service with two new methods 'queueMessage' and 'deliverMessage'.
Define a new AdvancedQueueJobType.
Update the settings form.
Update the test send message form.
Update the rule action.
