Step to reproduce:
1-Install drupal site in French
2-Add contents
3-Add another language (English)
4-goto User interface translation (admin/config/regional/translate) and you will see that all strings are not tagged as French strings... All the "TRANSLATION FOR FRENCH" column is empty.
As I have installed a French site, I would expect to have all the strings are tagged as French strings.
Is this mean that I have to "Translate" French into "French"?
