Hi,
I'm not sure if this is a bug or this has been done intentionally, but in /core/modules/user/src/Form/UserPasswordForm.php the help text 'Password reset instructions will be sent to your registered email address.' is put in $form['mail']['#markup'] instead of #description.
This means that if you want to control the position of the description text (before/after) then the above text is ignored.
Should this not live in #description?
