This is for the Drupal 7 form API reference. And since Drupal 7 is past end of life, this will not be fixed.
Multiple selects need their #default_value and #value set like:
array('value_1' => TRUE, 'value_2' => TRUE)
This should be included in forms_api_reference.html.
