Add delete button to admin/content/file

Problem/Motivation

Currently it doesn't seem to be possible to delete a managed file from the interface. In some cases, editors should be able to delete a file immediately (in case it contains sensitive information).

The client did the following:

Upload a document when creating a media item
Found out the document contained some sensitive information
Deleted the media item
Found out the file was still accessible with no way of deleting the file
The file status is still 'permanent' so it doesn't get cleaned up, this might be related to 🐛 Deleting an entity with revisions and file/image field does not release file usage of non-default revisions, causing files to linger Postponed

Proposed resolution

Add a delete button to admin/content/file to allow editors to force file deletion.
