Make it easier to add new users to sdo via a security issue

When adding a user to a security issue, if they already have an account on SDO they can be found via the access field, but if they do not then they have to be invited to first create an account.

Suggestion

Add an option to automatically create a user account on SDO for any d.o account to make it easier to invite someone to work on an SDO issue.

Concerns

Given the security-through-obscurity process around SDO user accounts, there's potential for the wrong person to be invited & granted access to something they shouldn't have access to, but I suspect this would be rare; some checks / validation could also be added to confirm the users using e.g. information scraped from the d.o account before actually adding them.
