Sometimes there are additional people that would like to be notified when comments are posted.
Add a text field on the Comment notification settings page to include additional email addresses that will get CC'd on e-mail notifications.

The change is currently missing an automated test that fails when run with the original code, and succeeds when the bug has been fixed.
