Allow to define only one of Soft/Hard limit sizes value

Problem/Motivation

Actually we are based on fact height AND width are used if we need to use soft limits.
That's can be a good feature to add manage of height OR width XOR both. That can be a new parameter for IWC decide to respect only one of or all sizes.

Proposed resolution

Here we need to :

• Adapt conditions to respect our "base" usecase that only respect on of height / width.
• Add option to define a strict limits bypass the aspect ratio ? (Because generally managers ignore how calculate her aspect ratio rate...)
