I was going through https://github.com/Heydon/inclusive-design-checklist
Realized that links within fully "hidden" content are focusable by default in Drupal 8. Fine to have "visually-hidden" text have links that work (as screen readers need to click on them). It is useful though to see that other links aren't though.
