Make sure controls within hidden content are not focusable

I was going through https://github.com/Heydon/inclusive-design-checklist

Realized that links within fully "hidden" content are focusable by default in Drupal 8. Fine to have "visually-hidden" text have links that work (as screen readers need to click on them). It is useful though to see that other links aren't though.

Found some JS options to disable links https://stackoverflow.com/questions/10276133/how-to-disable-html-links
