Add tests for the session based cart provider with and without page caching

Hi folks,

The new feature proposed in #2874437: Provide a way for modules to alter the cart session implementation β†’ is a great idea, however I think the implementation (or lack thereof) is completely broken.

By default, without the Secure Cookie Data module, no anonymous "Add to Cart" functionality works; the cart remains totally empty.

Once Secure Cookie Data is enabled, adding products to the cart works; but when you click the "Checkout" button, I get redirected to an empty cart page.

I think the idea is a good one, but we had to revert the patch for now until the implementation is fully realized.

I'll try to get some complete steps for reproducing the issue once I have a better understanding of exactly what's going on.
