Meganav style layout?

I have a requirement to make the admin toolbar a meganav instead of a continually nested set of dropdowns.

For example, if you have 3 levels of navigation, they don't display like this (which can be annoying to navigate):

Instead they look like this (similar to the Amazon AWS top menus):

I'd like to know:
(1) if there is a way to do that already
(2) if there is interest in creating it (I'm happy to start development)
(3) if there is interest, can we make this as part of the admin_toolbar module as an option, or do you think a new module should be created?
