Create hook_robotstxt_alter()

Problem/Motivation

Currently, if any modules wants to add anything in the robots.txt file, they can use existing hook_robotstxt(). But if anyone wants to alter or even add any robots.txt lines before the content coming from the robotstxt modules interface, they can't do it.

Proposed resolution

Create hook_robotstxt_alter().

This is not compatible with Drupal 10 due to the use of module_load_install().
