The SaveUploadFormTest was copied from SaveUploadTest and modified to to cover the needs of
#2531700: Fragment links to children elements in closed grouping elements don't work →
.
The test needs to be converted to a BrowserTest and duplicate test coverage needs to be removed.
Also all the assertions need to be moved out of the setUp() stage.
