Menu does not expand in mobile theme

I applied patch #6 to the "Zircon" theme against Version 8.x-1.x-dev, but the patch didn't work in my end and did not fix the issue.

I have installed the theme on a fresh setup and placed the main navigation block on the desired region. The menu items expands on the mobile view for me too.

Is this issue still open.
