Add compatibility with Rules module

I'm updating this to a feature request for the module to work with Rules. Also, adding ✨ Add a permission to be emailed anytime a comment is posted Needs work as a related issue, since that's the original reason the issue reporter tried using Rules with Comment Notify.

Another option someone could try is using Comment Notify with the ECA: Event - Condition - Action module → .

It's not clear to me what the feature is here. The issue summary and first post seem more like bugs in configuration or other modules rather than a bug in this module.
