We've added a new orderby key for sequence definitions in configuration schema we should document this on d.o.
When #2361539: Config export key order is not predictable for sequences, add orderby property to config schema → is committed we need to update https://www.drupal.org/docs/8/api/configuration-api/configuration-schema... → ... and we probably ought to create a whole new page about sorting of configuration since it is a key topic wrt to reliable and sane config deployments.
