Stop offering .tar.gz downloads

Hi! I was trying to create a Drupal 8 site, and so I went and downloaded the .tar.gz, started working on it, spent a while learning the new themeing, starting installing some packages, and then discovered that apparently if you want to use various contributed modules (address, bibcite, geofield, just for example), you need to start using composer. However, once you start using composer, the regular methods of keeping the site up-to-date (`drush up`, or extracting the .tar.gz file) break everything. As it apparently is the opinion of the Drupal community that Composer is going to be a requirement, you should stop offering .tar.gz files for download; I now need to figure out how to move my site over to composer in such a way that I can apply security updates, and the existing documentation is really bad about this.

At the very least you need a huge warning telling people that installing from the .tar.gz is going to mean they can probably never use any contributed modules.

(I've been using Drupal since something like 4.5, and this is *really* frustrating and annoying. I can understand some of the motivations behind moving to composer, but even as a programmer I find it really confusing and poorly documented. I'm now going to lose several days trying to make this work, most likely.)

    Adding relevant issues. Skimming the page, I was reminded how slow and painful it was to use Composer 1 back in 2020. Composer 2 is so much better, and supported by most web hosts.

    Reading through this I see that has been work done to remove the tar balls. There is a meta issue for core and contrib projects no longer display the tar download option. There are still things to do for d.o but issues need to be created for those, if that do not yet exist.

    As this is in the Ideas project, and the idea is approved I think it best to restore the status from #29.
