The Picture module adds the empty library "document.createElement( "picture" );". By default the picture module in enabled. In the configuration page there is PICTURE POLYFILL TO USE​ radio buttons. In that we have Minified and Default library. It is adding the library like document.createElement( "picture" );.
We have two solutions,
1.Hook_library_alter().(temporary fix)
2.Remove that library
