I tested this on Drupal 11.x, standard install. The region names are included on the block layout page, /admin/structure/block/demo/olivero
Therefor, closing as outdated.
In place block page, it shows only a dotted border to identify the regions, i feel it would better to have Region names in that.
It would help to more understandable the UI for normal users.
