Make changes (issue) list more readable in release announcements

Drupal release announcements, like https://www.drupal.org/project/drupal/releases/7.51 → include a list of all changes since the last release. List items has the following structure: issue number – name of issue contributor(s) – issue title.

Since an issue may have from one to many contributors mentioned it makes reading through the list hard and boring because it is hard to find what the isseu is about (the issue title).

Although I think it is important to display contributors name here (too) is think it would be more usable to have the following structure: issue number – issue title - name of issue contributor(s).

The release notes are created by the Drupal core release manager, so moving this to the Drupal core queue.

The issue list is generated by using git and is simply the current format of the git commit message.

There are issues to change the format
🌱 Discuss if git commit messages should be multiple lines Needs review

While we could alter the output of the git command in the release tag script I think our effort is best spent on 🌱 [policy] Decide on format of commit message Active .

However, everyone is welcome to change the tagging script, tag.sh to alter the format of the list.
