Make run-tests.sh better behaved with error_log()

Problem/Motivation

This issue is mainly a cleanup, follow-through type of issue after spending a little while figuring out #2807271: run-tests.sh needs to output an exception to stderr for the testbot β†’ .

run-tests.sh does a lot of work catching exceptions so it can return one of its exit constants. That's good, except that it doesn't output anything to stderr, which could lead to situations where the user never sees error messages because they were piped away.

Proposed resolution

  • Figure out if this matters.
  • If it does, add error_log() calls where appropriate.

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.
