Out of the discussion at Dublin, we would like to formalise approval of all of the Phase 2 issues. We have informally discussed this approach and it was approved so this is just to document the approval separately so it's not lost in a sea of comments.
Bring in features from contact_storage and finalise those missed in D8.0.

It is used to alert the product manager core committer(s) that an issue represents a significant new feature, UI change, or change to the "user experience" of Drupal, and their signoff is needed. I think this lost steam once Webform for D8 came out. I certainly am no longer pursuing it :)
There may be a case for reviving something like this for Starshot but I think that we are better off starting fresh as there is a lot of outdated info here.
