I suspect the issue here may be similar to #1109312: Image derivatives (image cache files such as thumbnails or custom styles) are not created when clean URLs are enabled → in that it revolves around server configuration (apache/nginx).
Without further details this bug cannot be addressed. Please provide a detailed list of steps to reproduce, along with the relevant apache/nginx configurations.

As part of the Bug Smash Initiative, we are triaging issues that are marked "Postponed (maintainer needs more info)". This issue was marked "Postponed (maintainer needs more info)" more than 4 months ago.
Since we need additional information for this issue to progress, I'm marking the issue "Closed (cannot reproduce)". If anyone can provide complete steps to reproduce the issue (starting from "Install Drupal core"), document those steps in the issue summary and set the issue status back to "Active" [or "Needs Work" if it has a patch, etc.].
