Image derivative generation not working for private files on shared host

I suspect the issue here may be similar to #1109312: Image derivatives (image cache files such as thumbnails or custom styles) are not created when clean URLs are enabled → in that it revolves around server configuration (apache/nginx).

Without further details this bug cannot be addressed. Please provide a detailed list of steps to reproduce, along with the relevant apache/nginx configurations.
