Remove <H3> wrapper from TOC title

I have made it so that the TOC wrapper is also configurable.

As I was doing this, I noticed that the template toc-default.html.twig has very little in it. It just wraps the TOC in a second div. Is this actually needed?

I have made it so that toc-tree classes can be customized in preprocess.

hook_update is required to add new config properties to existing configuration.

I would find it more convenient to leave the config as it is until the next time the config is saved. It defaults to the current values so nothing changes.
