maintenance mode content avilable at example.com/user

If you go to an online Drupal 8.1.7 site and type yoursitesname.com/user you would see most of the site including all menus.

This is highly problematic due to data exposure for sites that haven't been released but are still online from whatever reason.

    A way to accomplish this was explained in #3, so this could be closed.

    It was left open as a feature request but there has been no supporting comments for the feature in 8 years. Because of that I am closing this as the proposal doesn't met the Criteria for evaluating proposed changes . In this case, there is not demonstrated demand and support for the change.

    If you are interested in this, reopen and, even better, add a solution!
