Consider to store config schema yml files in FIleCache persistently (e.g. using APCu)

Follow-up to #2473179-28: Use FileCache for config storage β†’ :

Problem/Motivation

While for most config storage parts, FileCache is fine to be transient and only store data in the internal static memory (e.g. drush installation, tests), the config schema is actually parsed for cold cache during run-time.

Proposed resolution

- Inject a special config storage class into \Drupal\Core\Config\Schema\ConfigSchemaDiscovery, which does in its constructor:

  $this->fileCache = FileCacheFactory::create('config.schema');

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.
