Suggestion: Add Image Caption to core

I add many images via image fields and I think that besides alt and title tags, we should also have an image-caption field in core.

It's a simple solution when above/below text is needed (saving text fields) and can especially ease creation of galleries by saving the need to install gallery modules; Use display: flex; property above 960px viewport to efficiently create galleries with well described images.

It will also brings image fields in accordance with the image mechanism in CKeditor 8 that allows such captions.

While waiting for this, wondering whether the title subfield might be usable as a workaround for websites that are not already using the title field on images. A site could theme the title subfield as a figcaption tag rather than as a title attribute. Hover tooltips are a pain on mobile anyway.
