Aggregate CSS files cause all CSS to be lost after site upgrade

I'm seeing a behaviour on a couple of my recently updated sites I can't quite place, and thought I'd report it here.

I have a site recently upgraded to 8.1.6. If CSS Aggregation is turned on, the CSS seems entirely stripped from the site. A massive white padding at the top of the page.

The HTML source is even more interesting. The CSS appears completely stripped and mangled.

With CSS Aggregation:

I'm using a bootstrap theme. Switching themes seems to have no effect. Clearing the cache has no effect.

Any ideas what's going on here?

    Wonder if this is still an issue in D10? Use aggregation on most sites without issue.

    I agree, I don't think it's a problem in D10. I haven't seen it as a problem anywhere since 2019, so probably safe to close.
