Tags for term_access is needed

The current implementation is not adding the term_access tag to the queries that are queried against taxonomy_term_data. This means that modules that needs to implement access rules to the taxonomy will not work.

In my case for instance I wanted users from specific OG groups to have access to "their" terms in a vocabulary (each term is connected to one or more groups).

I've attached a patch that fixed the bug on our own side, but there might be other places where this tag should be implemented.
