With the docs update, this is a duplicate of #3278410: block_theme_initialize() sledgehammers square blocks into round regions, allow themes to provide a mapping of regions to 'roles' → and related issues.
I created a SubTheme of Bootstrap. Most everything is working well.
When I initially install my SubTheme, the default block layout for Bootstrap is not passed to the SubTheme. What the SubTheme sees in the block layout is pretty random and is not useful.
My solution is to enable Bootstrap first and then enable the SubTheme which makes the default block layout available. At this point my customization is easily applied.
