Bypass restriction to role

Hey!
How about adding option to allow register users to admin(or whatever) role? If I allow registration to only domain A, nobody can register with other domain which is perfect. But, as admin(even more, uid=1), I want to bypass this restriction and register person, who has domain B and don't have domain A. For now I can't do this. Could be permission?

    Request makes sense, but should the admin user create form be blocked at all?
    And if yes, shouldn't that be an additional setting then to be enabled?

    I guess typically, it should always be allowed to create such accounts in the admin area?

    Both makes sense, also in combination!
