Batch order is confusing

Problem/Motivation

While reproducing #2584603: PHP exception on manage fields after enabling Configuration Translation → I ran into the following flow of batch request:

50%, 60%, 90%, 10%, 100%
while everything worked. This though scares the hell out of people, I believe.

    Step to reproduce were asked for 6 years ago and again last year. Since we are not able to investigate without that information, it is time to close this.

    If you are experiencing this problem on a supported version of Drupal reopen the issue, by setting the status to 'Active', and provide complete steps to reproduce the issue → (starting from "Install Drupal core").
