Make it possible for blocks to opt-out from #lazy_builder callback

Problem/Motivation

Some blocks can never be loaded lazily so blocks should be able to opt-out from that if they want. In Drupal Core main content block opt-outs from this but its hard coded. #2476947: Convert "title" page element into a block adds another block which cannot be loaded lazily.

Proposed resolution

Create new interface to opt-out from #lazy_builder callback and make main content block and title block implement that interface.

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.
