Add default_formatter for the 'changed' field

Problem/Motivation

The changed field for node entities does not have a default formatter. The display options for the 'changed' field are missing.

Proposed resolution

Add display options to changed field in Node.php (copy them from 'created'), do whatever else is necessary to add the date.timestamp formatter to the changed field. (Feedback welcome!)

Remaining tasks

Discuss if it's necessary, point me towards the places I still have to add stuff, review the patch, commit it if it's sufficient.

User interface changes

The changed timestamp will be rendered as a formatted string instead of a unix timestamp, if the module uses the default_formatter when available. (I currently have that issue in Monitoring, see the attached screenshot).

Thank you for sharing your idea for improving Drupal.

We are working to decide if this proposal meets the Criteria for evaluating proposed changes. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or there is no community support. Your thoughts on this will allow a decision to be made.

Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
