Expose already-coded better UX when too many files are uploaded

This is a spin-off from #2535302: Selecting too many files with JS off causes WSOD with data loss, because there is a simple way to fix the critical component of that issue, but additional problems remained.

There are two different interfaces and corresponding, redundant sets of code that validate if too many files have been uploaded. One provides better UX than the other, and following completion of #2537930: Clean up FileWidget's behavior when too many files uploaded should be the favored one, because it offers a better user experience.

Once #2537930: Clean up FileWidget's behavior when too many files uploaded is complete, this issue can be solved simply by applying the hunks affecting FileWidget.php in https://www.drupal.org/files/issues/selecting_too_many-2535302-48.patch . This deletes the less sophisticated version of the validation, and the superior one picks it up instead.

    Thank you for sharing your idea for improving Drupal.

    We are working to decide if this proposal meets the Criteria for evaluating proposed changes. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or there is no community support. Your thoughts on this will allow a decision to be made.

    Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
