Improve naming of block paths

Problem/Motivation

This is a follow-up to #2512456: Implement the new block layout design to emphasize the primary interaction of placing a block → .

@legolasbo Raised concerns in #2512456-142 → that the current path admin/structure/block/list/{theme}/add is not descriptive of what happens on the page.

Additionally, more paths were added that are not descriptive. For example, referencing a "library" despite that language not being used in the UI.

Proposed resolution

Update the path to use 'layout' instead of 'list' so that it makes more sense.
Update other paths to describe the action or page title.

Remaining tasks

Create a patch and update any tests that break.

User interface changes

Update admin/structure/block/list/{theme} to admin/structure/block/layout/{theme}.

API changes

None.

Data model changes

None.

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.

    Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
