Add an intermediate cache for Twig templates to avoid regenerating identical templates

Problem/Motivation

Steps to reproduce.

Install 8.x
drush pm-uninstall page_cache
Visit front page
drush cr
Visit front page again
Notice (in xhprof) that twig templates have to be compiled again - takes more than 1 second on my machine.

Proposed resolution

Add an intermediate cache, probably using FileCache. Check there first before re-compiling.

There are two things that determine the compiled template;

1. The contents of the twig template (easy)
2. Any changes to how Twig compiles the templates (not so easy to account for and I'm not up to date on that at all)

Additionally, consider whether it is worth pre-compiling these in the d.o packaging script.

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.
