Manage forms tab should link to display modes admin

On admin/structure/types/manage/article/form-display the instruction text explains that you can customize display of each form mode, but there's no explanation of how to manage form modes.

Content items can be edited using different form modes. Here, you can define which fields are shown and hidden when Article content is edited in each form mode, and define how the field form widgets are displayed in each form mode.

This should have a link to the display modes administration page.

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.
