Add isSet() method to Context class

Problem/Motivation

If you have a required Context and you want to check if it has been set already, then you have to call getContextValue() and catch ContextExceptions.

Proposed resolution

Add a isSet() method to the context class that does not throw exceptions and simply checks if a value has been set already or not.

Write a patch.

API changes

ContextInterface gets an additional isSet() method that has to be implemented.

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.
