Make ContextDefinitionInterface more expressible

Problem

The current ContextDefinition still lacks some expressability for Rules being able to implement all its use-cases. Things still missing right now are:

- Figure out handling of NULL values (allowed/disallowed), and a way to opt out
- 📌 Allow definition objects to provide options Needs work :
- Add a way to specify default values, similar to FieldDefinitionInterface: #2204509: Allow context definitions to specify default values →
- Allow for the specification of some sort of formatter/widgets (Rules only?)

Proposed resolution

- Roll patches for each of the point and add the necessary information.
- Make it possible for Rules to have some additional stuff on it, e.g. formatter/widget settings.

Discuss it, do it.

User interface changes

ContextDefinitionInterface will receive some additions.

    Thank you for creating this issue to improve Drupal.

    We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.

    Since we need more information to move forward with this issue, the status is now Postponed (maintainer needs more info). If we don't receive additional information to help with the issue, it may be closed after three months.
