Upgrading Commerce License Disables Quantity Field

After upgrading from 7.x-1.2 to 7.x-1.3 I found that my Quantity field would not display on the add to cart form. After troubleshooting I found that reverting the Commerce License module back to 7.x-1.2 resolved the issue.

I am wondering if this was intended or a bug in the updated version of the module.
