Tracker module has parts referencing Node and Comment; it could be extended to more entities.
It has various hardcoded SQL queries.
Introduce swappable TrackerRepository service to allow different implementations / further developments in contrib to figure out actual needs and help to make improvements in a newer version of core.
Implement TrackerRepository and TrackerRepositoryrInterface (or other names if conventions change?)
Replace all usages of tracker_node/tracker_user tables with proper service calls.
Get test coverage.

This is now Postponed. The status is set according to two policies. The Remove a core extension and move it to a contributed project → and the Extensions approved for removal → policies.
It will be moved to the contributed extension → once the Drupal 11 branch is open.
