In D7 image styles could have been added via hook so they were un-deletable whic hwas a good thing because you could be sure that the image style you were using in your code would be available.
In D8 image styles are config entities and I have not been able to found any time of lock that would prevent users from deleting certain styles.
Is this a big or the support for "locking" styles against deletion was purposely dropped?

Seems the original poster is no longer around to message if this is still valid. But since there hasn't been any movement in 10 years and #2 mentions how this was possible. Not sure it's a valid task.
