I have a view rendering a file field and set it to use the display direct_download_icon and noticed multiple files were being rendered out into a single li.
It appears the field formatter theme functions follow the pattern used by File module's table formatter instead of the more "normal" formatters.
Also, when used in rendered entity output, each item is being rendered into a single field item div.
