Replace usage of 'required' in field_system_info_alter() with intentional circular dependencies

The "required" flag for modules is supposed to be reserved for modules required by the base system.

The intention of field_system_info_alter() is to state that a field type module cannot be uninstalled, because the Field module still has dependent data for it.

Let's make it state exactly what it intends to state and stop abusing the "required" flag.

This issue should also revert the additional changes of #2181811: System info can become inconsistent if hook_system_info_alter() makes a module required β†’
