A module's help text is often the first place an administrator will go to determine the functionality of an unknown module. With the way that modules work this help text is hidden until a module is installed and therefore rendered useless in an unknown situation as to the purpose of a disabled/uninstalled module. This is further compounded by the new reality that one can not quickly turn on a module, read the help page, and disable easily. This reality needs to be reflected in presenting the administrator the most information at all times and not be hidden for any reason.
Separate hook_help() from a module's module file into a separate always available and cacheable file. Possibly a yml file defining pages and concept relationships and html pages based on path, route, ...
