Remove perl-style comments from default.settings.php

Executing the coder ruleset.xml against default.settings.php generates errors due to the perl-style comments. The attached patch resolves those errors.

This is by design so that there's just a single character to remove to enable the setting, as pointed out by @droplet in 2016, and core's automated coding standards tools don't have an issue with the comments in settings.php
