No valid values found on filter: Commerce Order: Order state.

I just faced this strange behavior while editing the Commerce Order view.

To reproduce:

  1. Enable commerce_order_ui & views_ui modules
  2. Go to admin/structure/views/view/commerce_orders/edit/default

Note in Filter criteria there is an Order state filter set to not in Unknown

It seems weird to use a filter which actually filter nothing on this view. We only add some values for this filter in the commerce cart module.
I suggest to move this filter from commerce_order_ui_views_default_views() to commerce_cart_views_default_views_alter()

    I can confirm that this bug still exists in Commerce 2.40.0. When I edited a view to include the filter set to "is not" a specific value I get this error. Since D7 is now EOL I am bumping the version on this bug to include the latest version that I can confirm it is on.

    8.x-2.40 is EOL too.

    I just tested this. the "Not in" filter requires a state to be chosen? Whenever I submitted the filter without choosing a state I got an error, but this would essentially be a useless filter, so choosing a state is required in order for this to work...
