It's not about being "needed" or not, it's about whether or not we *can* do it :)
The hook still exists, but there are implementations of it in core (locale.module) and a few contrib modules. Those would need to be implemented in a completely different way.
so either we say we don't care and close it as won't fix, or then it would probably still need to be active, with next step trying to refactor locale_cache_flush() away as a starting point.

This hook is being discussed in 📌 [PP-1] Explore converting Install hooks to OOP Active . I am going to close this in favor of that issue.
