configurable cron system

attached is a first draft of an approach to allow configurable cron intervals per cron item. hook_cron() returns an array of cron item information similar to hook_menu(), which contains a callback function per cron item, as well as a default cron interval, in seconds.

the cron table tracks when each item was last run, and also provides a column to enter a custom cron interval -- this could be used with a UI to allow an admin to set their own cron intervals.

works in initial testing, but needs more development.

Thank you for creating this issue to improve Drupal.

We are working to decide if this task is still relevant to a currently supported version of Drupal. There hasn't been any discussion here for over 8 years which suggests that this has either been implemented or is no longer relevant. Your thoughts on this will allow a decision to be made.
